chore(release): bump v0.8.60
Prepare the local v0.8.60 build by updating the workspace version, internal path dependency pins, npm wrapper version, changelog, README tag examples, Cargo.lock, TUI changelog slice, and generated web facts. Verification: cargo fmt --all --check; git diff --check; ./scripts/release/check-versions.sh; cargo build -p codewhale-cli -p codewhale-tui --locked; target/debug/codewhale --version; target/debug/codewhale-tui --version.
