docs(install): document rsproxy rustup workaround
- Add rsproxy rustup mirror commands for mainland China Cargo installs - Document the edition2024 failure caused by old Debian/Ubuntu Cargo packages - Point users to rustup stable and ~/.cargo/bin/cargo verification
